Usage Note

Kolorum is a uniquely Filipino term derived from the Latin phrase hoc est in quorum — the seal used in colonial-era documents — which over time came to mean anything operating without proper authorization. Kolorum vehicles, such as jeepneys, tricycles, or buses running without franchises, are a well-known issue in Philippine transportation enforcement.
